摘要：
教育政策的问题构建错误是其低效的重要原因。要提高教育政策的效益,不能依赖于政策的数量,而要依赖于正确地构建教育政策问题,这是制定正确的教育政策的前提。
Abstract：The low efficiency can be attributed to the mistakes in const ructing the educational policies. To improve the efficiency of educational policies, we can't rely on the quantity of policies, but the correct construction of educational policies, which is the foundation of formulating correct educational policies.
