教师专业标准为教师专业发展提供了基本准则和评价依据,但是部分中小学校尤其是农村中小学校对于教师专业标准的重要意义缺乏足够的认识,更缺乏基于教师专业标准构建教师评价体系的意识和能力。构建基于标准的教师评价模型,为中小学校构建基于教师专业标准,并切合自身发展实际的教师评价体系提供理论支撑尤为必要。基于标准的教师评价模型由"四导向、四原则、四分层"构成。"四导向"为教师评价价值定位,即统筹全面评价与个性评价的目标导向,统筹行政功能与发展功能的功能导向,统筹教师自评与他评的文化导向,统筹过程监测与结果反馈的机制导向;"四原则"为教师评价指标遴选原则,即基础性、校本性、稳定性、发展性;"四分层"为教师评价的实施策略,即分层评价实现评价主体的多元化,分层数据实现资料收集的系统化,分层指标实现质性指标数量化,分层报告实现评价反馈专业化。
Abstract:Professional Standard of Teachers provides the basic criterion and evaluation foundation for professional development of teachers. However,primary and secondary schools especially the rural primary and secondary schools are lack of awareness of the importance of Professional Standard of Teachers,and are still further lack of constructing evaluation system for teachers based on Professional Standard of Teachers. Therefore,it is particularly necessary to provide theoretical support for primary and secondary schools to construct teacher evaluation system,which is standard- based and in keeping with the real conditions of them. The standard- based teacher evaluation model is consisted of"four orientations,four principles,four layers". The"four orientations"are the value orientations for teacher evaluation,which are the target orientation coordinating all- around development and personality development,the function orientation coordinating administrative function and developmental function,the culture orientation coordinating self- evaluation and heter- evaluation,the mechanism orientation coordinating process monitoring and result feedback;The"four principles"are principles for selecting indexes for teacher evaluation,which are fundamental,school- based,stable,developmental;The"four layers"are the application strategies for teacher evaluation,which are layering evaluation to realize diversification of evaluation objectives,layering data to realize systematization of material collecting,layering index to realize quantization of qualitative indexes,layering report to realize specialization of evaluation feedback.
