校园霸凌问题已经成为当前各个国家所关注的社会问题之一。校园霸凌行为的反复性、方式的多样性、对象的固定性给青少年身心带来巨大的危害甚至导致自杀行为,校园霸凌扭曲了学校教育的本义,危害了校园安全,无论霸凌者还是被霸凌者都可能成为危害社会安全的暴力行为者。政府、教育研究机构、教师、学校和家庭要通力合作,形成一个反对校园霸凌的网络。政府应制定相关的法律法规并落实到位,教育研究领域应积极开展校园霸凌的专项理论研究以及教育法的制定和实施研究,教师要充分发挥学生在校的第一依赖人和保护者角色,学校要积极制定相应的处理原则,家庭应避免成为滋生校园霸凌的诱因,共同用关爱与温情努力让校园霸凌的危害减化为零。
Abstract:School bullying has become one of the social issues of concern to all countries currently. It has such characteristics as repeatability, diversity, and fixity, which will do great physical and psychological harm to adolescents and even lead to their suicide. School bullying has twisted the original meaning of school education and poses a threat to school security, and both bullies and suffers are likely to act as a perpetrator endangering the social security. To fight against the school bullying, governments, institutes of educational research, school authorities, teachers and families should work together to form a net. To achieve this, governments are supposed to formulate and carry out relevant laws and regulations; institutes of educational research should actively do research on the special theory on school bullying, the formulation of education laws and its implementation; the relevant principles of management should be developed by school authorities actively; teachers,as both protectors and the first persons at school for students to rely on, should play their role fully; and families ought to reduce the bullying harm with love and warmth to prevent themselves from becoming the cause of school bullying.
